Mayor Ihor Terekhov, during the United Nations' Second Forum of Mayors, called for a landmark embodying renewal and resilience, sparking the Freedom Square International Competition. This ambitious project aims to revitalize Freedom Square and the Kharkiv Regional State Administration Building, key elements of the city's historical identity.

The competition is part of a broader Kharkiv Masterplan Concept, a collaborative effort between the Kharkiv City Council, the United Nations Economic Commission for Europe (UNECE), the Norman Foster Foundation, Arup, and local experts.
